EVALUATING PUBLIC POLICIES OF BRAZILIAN MUNICIPALITIES THROUGH THE MUNICIPAL MANAGEMENT EFFECTIVENESS INDEX (MMEI)

The Municipal Management Effectiveness Index (MMEI) was developed to verify the effectiveness of public policies, in order to evaluate the quality of expenses of municipalities. This piece of research analyzed the degree of development of Brazilian regions based on MMEI. A descriptive research was carried out in secondary sources, ranging from 2015 to 2018, encompassing Brazilian municipalities of all states and regions. Data was grouped in terms of evaluation sections: the municipalities whose results were effective, formed by the sections A, B+ and B; and the municipalities whose results were in adequacy, formed by the sections C+ and C. It was possible to verify that the sectorial index of education, health, and fiscal management presented the best results in terms of MMEI, while the protected cities dimension, IT management, environment, and planning have shown to be the most deficient areas. In the regional evaluation, it is possible to notice that the North and Northeastern regions have the greatest adequacy sections of MMEI, while the South and Southeast presented the most effective results. These results have revealed the need to improve public policies aiming to reach higher effectiveness in the municipalities, in order to promote, therefore, the sustainable development of the region which they belong to.
