ATTRIBUTES OF SMART CITIES IN THE LIGHT OF INSTITUTIONAL THEORY

In recent years much has been said about the growth of urbanization and the development of cities. For this, authors have been studying new models of planning, management and organization for the cities of the 21st century, the so-called smart cities, which are based on the use of technologies to improve urban infrastructure, quality of life, sustainability, administration and public administration. Allied to the theme of smart cities we have the institutional theory that will help in the process of organizational change. In this sense, the present study aims to analyze how the municipality of Ijuí (RS) adheres to smart city indicators, optimizing the use of its resources to improve infrastructure for the benefit of the quality of life of its population, considering its form of institutional organization. . The municipality of Ijuí has positive indicators within the Connected Smart Cities Ranking, in the areas of education, economy, entrepreneurship and energy. Finally, it was found that the use of institutional theory and its isomorphic mechanisms are of fundamental importance in the process of transforming the municipality into a smart city. Because through them it is possible to use assertive practices in relation to the Municipality of Ijuí, inspired by other cities. The consolidation of normative isomorphism, through the empowerment of the population and the municipal master plan to reach the level of a smart city.
