“IN CONTRAMMING SUSTAINABILITY”: THE ENVIRONMENTAL GOVERNANCE AGENDA IN BRAZIL

Abstract

In theory, Brazilian environmental legislation is considered one of the most complete and advanced in the world, given that  the country has several government instruments to solve its complex environmental issues, they are tools built to inspect,  monitor, penalize and plan actions to solve the serious problems related to the environment, which started to become  more  and   more explicit. Such as the growing increase in the greenhouse effect, the clearing of forests, the contamination  of  waters  and   soils, global warming, the socio-environmental disasters caused by dams and the   uncontrolled   use   of   pesticides   in   agriculture. Without claiming to exhaust the subject, which is quite comprehensive, the discussion proposed here  aims  to  understand  the main conflicts and environmental impacts that are occurring in Brazil today and whether   the   instruments   of   environmental governance have been applied in an appropriate way to correct the same. In methodological terms, to  compose  this  work,  an analysis and reflection was carried out in view of the published bibliographic references on the theme. The results indicate  that the country needs a more effective and less fragmented environmental governance structure, it is  necessary  to  support,  train and better structure environmental agencies at the state and municipal levels, so that   they   are   in   connection   with   federal policies, so that it is shortened the path between theory and practice.
