SOCIAL MANAGEMENT AND TERRITORIAL DEVELOPMENT:

THE EXPERIENCE OF THE CREATION OF THE TERRITORIAL OBSERVATORY OF THE BAÍA DA ILHA GRANDE-RJ

Abstract

Gathering the conditions of a social pact is a process that can take a long time. In this, practice is the issue of Social Management, in a historical perspective. The object of the experience is the construction of a pact for sustainability, in the Rural Territorial Collegiate of Baía da Ilha Grande/RJ - Collegiate BIG. This and its territory, located between the metropolitan regions of Rio de Janeiro and São Paulo, were designed by the Ministry of Agrarian DevelopmentMDA. The start of support for the extension took place shortly before the extinction of the MDA (2016). After this rupture, institutional continuity took the form of a Teaching, Research and Extension Program in Territorial Development and Public Policies – PEPEDT/UFRRJ, based on Social Management. The new practice is based on knowledge sharing and recognition workshops. In them, graphic representations of the influence and cartographic relationships of hydrographic and coastal sub-basins are used, which contribute to the interpretation of field observations. This configuration received the nickname of BIG Collegiate Territorial Observatory – OT.BIG. OT-BIG's “observers” come from social movements and traditional communities, university extension, municipal management and public policy councils. The references for the BIG sustainability pact are the seventeen UN Sustainable Development Goals transposed into the action lines of the agents in the territory. The current results of the workshops are configured in a network between community-based tourism initiatives - TBC in four sub-ba, in the elaboration and discussions of scenarios for the Technological Pole of the Sea in Sepetiba Bay/RJ and in the preparation of the axes of the 12th ENAPEGS (2023).
