SUSTAINABLE MANAGEMENT OF BRAZILIAN FEDERAL UNIVERSITIES

The Brazilian federal government has developed instruments applicable to public administration that aim to establish sustainability practices, such as the Sustainable Logistics Management Plan (PLS) - Normative Instruction (IN) No. 10/2012. The adoption of these instruments is mandatory for all agencies and Public Administration entities of the Federal, direct, autonomous, foundational and dependent state companies, which includes federal universities. The objective of this research is to analyze the situation of Brazilian federal universities when complying with the Sustainable Logistics Plan. Data collection was carried out through by obtaining information from 63 Brazilian federal universities that make up the population of the study. The data collected revealed that most Brazilian federal universities do not meet all the articles of IN No. 10/2012. The responsibility for this situation can be shared between federal universities and the Federal Government, the latter for the lack of control, inspection or even administrative sanction mechanisms provided for in Law, and federal universities for not taking advantage of this planning tool that allows the establishment practices of sustainability and rationalization of expenses and processes in Public Administration, in addition to benefiting its own image in society.
