THE INDUSTRIAL DISTRICT AS AGENT OF INNOVATION, FROM THE PERPECTIVE OF THE QUADRUPLE HELIX

This article aimed to analyze the Felipe Streich Industrial District of Santa Rosa - RS, its role in the development and the forms of relationship between the actors that compose, providing innovation, including a Quadruple Helix approach, with a use of instigating and expand an innovation and increase as actions in industrial districts. It is classified as apllied, field research, qualitative and descriptive research. As a result, see if the district generates foreign economies and promotes specializations in the services offered by companies, it also participates in the development of the city of Santa Rosa - RS to generate economic and social returns. It was noticed a lack of joint involvement of the actors. This study contributed to demonstrate the need for entrepreneurs to innovate in the production process of their organizations, implementing elements of industry 4.0 for that, they must expand the interaction between the actors. The originality is found in the interaction between the Quadruple Helix and industrial districts with already existing theoretical contributions. This work proves the studies that affirm that universities promote innovations in companies, with support from the government and the community, providing local and regional development.
